Over 75% of the CIP projects completed by KUO as a prime include water line design works. A number of our capital improvement projects are in the urban and neighborhood setting where right-of-way restrictions, traffic flow, and other design constraints such as utilities have great project impacts. Our experiences in addressing these design constraints are relevant to the anticipated project constraints, general site settings, and site restoration needs for this project.

The project has geotechnical, environmental, and drainage studies with reports. The project is partially located within the Floodway and 100-year and 500-year flood zones. The project alignment is across multiple pipelines, the HCFCD channel, the TxDOT roadway, and geological faults. The project included a survey, architectural landscaping, and engineering design to support the construction of 3 bus shelters. KUO completed the topographic survey and engineering design scope, including site grading for the proposed bus shelters, drainage and detention plans, demolition plans, traffic control plan, stormwater pollution prevention plans, cost estimates, and construction specifications. The locations included ramps that were upgraded to ADA compliance as part of the design completed by KUO. Intersection sight triangles were evaluated. The scope included grid elevation surveying for the proposed bus shelter sites, surveying of the immediate vicinity, delineation of right-of-way, and existing utilities, and preparation of a plan drawing for each site for detailed design. The project involves multiple stakeholders, including HPB, the City of Houston, TIRZ 9, and METRO. The project survey is complete, and design work is ongoing.

KUO Performed topographic and boundary surveys for a 23-acre site at the intersection of El Dorado Blvd. and Glenwest Dr. in southeast Houston. The work completed supported the construction of the METRO El Dorado Park & Ride facility. The topographic survey included surveying grid elevations, topo and utility features while the scope of boundary survey was delineating the boundary of the project site, adjoining properties, and creating easement within the project vicinity. A detailed base plan drawing with mapping of surface and underground utilities, existing structures, topographic and planimetric existing features and a subdivision plan were prepared and submitted by KUO for the site. The site had a pipeline crossing that was addressed in the survey. The survey was safely completed within budget and on schedule. The Park & Ride has been constructed and is in use.

This project provided design for the construction of a proposed METRO Commuter Station on an 84-acre site located at the northeast corner of US 90A and Sam Houston Tollway. KUO performed boundary and topographic surveying services as a sub-consultant to WPMA. The topographic surveying included surveying grid elevations, detail topo and utility features. The scope of boundary survey was to delineate the boundary of the project site including easements.

The project scope included the design and construction of paving and drainage improvements along Westheimer Rd. & Elgin St. KUO performed the topographic survey and prepared a PER as a sub-consultant to Walter P. Moore. The survey scope included ROW. delineation, topographic data collection, processing, and plan production for all the surface and underground utilities, and existing topographic features, including METRO Bus Shelters along Westheimer Rd. and Elgin St. KUO coordinated with METRO and surveyed the light rail corridor along Main St. at Elgin St. The survey covered roadway sections and hardscape elements such as pavers, ramps, sidewalks, METRO bus shelter pads, etc. Like other survey work on the METRO rail track, coordination with the Metro Rail Operations Center was performed, and the work adhered to the METRORail Track Access Procedures.

KUO is the prime consultant for design and construction phase services for this project, which includes a 2.30-mile roadway reconstruction, ditch regrading, the reconstruction of driveways, and replacement of culverts as needed. The project has limited ROW, and roadside ditches are partly located outside the recorded ROW, posing ROW challenges. The project is partially located within the 500- and 100-year floodplains of Cedar Bayou. KUO developed design alternatives to assist with the immediate restoration of the pavement and corrected the ROW issue via prescriptive easements and/or quitclaim deeds. This project required an expedited design that was delivered on time with the inclusion of design alternative presentations delivered in parallel with the design development and PS&E preparation. The project is estimated to cost approximately $1.5M. This project represents the latest HCED project by KUO, and it also reflects KUO’s experience with the street rehab techniques required for the necessary street restoration. The successful completion of this project demonstrates our team’s understanding of HCED’s project delivery.

Water Main Replacement in Dodson Area, Houston, TX.

KUO performed engineering and surveying work for the replacement of approximately 42,000 LF of 4- to 12-inch water mains in a residential area in the Dodson Area, Houston, Texas. Engineering design and construction support services completed by KUO included the design of all the water lines and necessary wastewater adjustments. Design challenges included addressing right-of-way encroachments and record gap reconciliation for both utility and property records. In the early stages of the design, constraints such as encroachments were delineated and coordinated with the project owner prior to confirming preliminary alignments. The project completed construction in 2017 at a cost of $4.2M with no change orders.

KUO performed a topographic survey for this project. The scope completed by KUO included a topographic survey of the streets, boundary survey including street right-of-way mapping and easement preparation to support right-of-way acquisition. The survey scope included detailed record research, especially for the congested streets with a significant presence of existing utilities including AT&T clay duct banks and several other utilities. The project survey also included a railroad crossing survey. The scope of work included SUE utility investigations at Quality Level A for utility conflicts analysis. ROD SUE performed Level A SUE test holes via non-destructive air vacuum excavation at 37 locations, including the waterline, communication duct banks/conduits, fiber optic, and electric and gas facilities.

KUO performed a topographic survey for this $27M neighborhood rehabilitation project. The project included the abandonment of backlot sewer mains and provided collection mains in the streets. The scope completed by KUO included a survey of the streets and backlot easements requiring right-of-entry coordination for each house, a survey of critical finish floor elevations, and cleanouts at houses. The survey scope included detailed record research, especially for the congested ROW of Frey Road that had a significant presence of existing utilities including AT&T clay duct banks and along multiple streets that crossed a wide pipeline easement with several pipelines.

KUO performed engineering and surveying work for the reconstruction of the 1.3-mile segment of Martin Luther King Blvd. from 610 S to Bellfort Avenue. Engineering design and construction support services for the utilities completed by KUO included the design of all the wastewater and water lines. Key design challenges included encroachments, flat grades making connections to existing lines challenging, elimination, and in some cases connections to side lot/back lot sewer mains. In the early stages of the design, constraints such as encroachments were delineated and coordinated with the project owner prior to confirming preliminary alignments.
A topographic survey in the area required a survey of side-lot easements requiring right-of-entries and detailed easement research work. The work required coordination with the city, businesses, and residential property owners to access existing manholes located in side-lot easements and backyards with right-of-entries. Several manholes were covered, requiring tracing, and uncovering to obtain inverts.

Throughout the design cycle, several utilities were investigated, and findings were utilized in guiding the design. For each submittal, a detailed list of utility conflicts was provided in a table and coordinated with the utility owners to minimize conflicts. KUO performed the necessary facility relocation coordination and confirmation with the facility owners and obtained the necessary signatures on the plans.
